About The Role

PD&MS Group are now looking for a Commercial & Finance Manager to join our Finance team in Baku, Azerbaijan on a full-time, fixed-term employee basis. 
 
The Commercial and Finance Manager will be responsible for providing leadership on local commercial and financial activities in the Caspian Region within the PD&MS Group. This includes developing and implementing local commercial strategies to ensure certainty and timely payment for all work performed, evaluating supply chain contracts and performance, and ensuring compliance with legal and regulatory requirements. The Commercial & Finance Manager will play a key role in driving business growth and profitability while maintaining highest standards in compliance, ethics and mitigating commercial and financial risks.
 
Please note this role is available to Azerbaijani nationals. 
 
Main Responsibilities:

Commercial Strategy & Leadership:

  • Act as the PD&MS Regional Director’s advisor in regional Commercial, Contractual and Financial Matters in accordance with the Group requirements
  • Monitor and ensure regional compliance with PD&MS DOA and escalate any issues for resolution
  • Develop and implement local commercial strategies aligned with the company’s business objectives and overall business commercial strategy, as directed by Group Commercial Director and more widely by the PD&MS Executive Leadership Team
  • Lead the commercial activities as directed by Group Commercial Director
  • Responsible for Commercial and Contractual input into new bids and tenders as directed by Group Commercial Director or the PD&MS Executive Leadership Team
Contract Management:
  • Support the drafting, and execution of contracts with clients, suppliers, and partners as directed by Group Commercial Director and Regional Director
  • Work with the Cost Management team to ensure timely raising and processing of CTRs, billings and client approvals, prior to work commencement
  • Ensure all contracts are compliant with legal and regulatory requirements
  • Support with contract lifecycle processes, including renewals, amendments, and terminations as required
Risk Management:
  • Identify and seek to mitigate commercial, contractual and financial risks
  • Develop regional risk management strategies and ensure their implementation across all projects in the region
  • Maintain a robust risk assessment and monitoring framework
Client and Supplier Relationship Management:
  • Foster strong relationships with key clients, suppliers and other allocated stakeholders
  • Address client concerns and ensure high levels of client satisfaction and escalation of issues as required
  • Support in negotiations and resolution of any commercial disputes
Financial Oversight:
  • Collaborate with the Finance Director to develop and manage budgets, forecasts, and financial reports
  • Support with financial reporting in compliance with regulatory requirements, tax laws, and accounting standards
  • Supporting with internal and external audits, ensuring transparency and compliance
  • Monitor financial performance according to Group reporting requirements and implement strategies to improve profitability
  • Drive cost control across projects and overheads to ensure agreed budgets are met
  • Ensure accurate and timely billing and payment processes
  • Support Group cash flow forecasting, appraise local investments, and financial risks to ensure the company maintains strong liquidity and financial health
Other:
  • Responsible for ensuring professional development is maintained and identified competency requirements are undertaken in a timely manner
  • Adherence to the company integrated management system
  • Compliance with quality assurance, health and safety and environmental policies
  • Demonstrate and promote PD&MS QHSE principles and lead by example
  • Ensure unsafe activities are challenged
  • Adherence to the requirements of the best practice standards recommendations and processes in the undertaking of duties, in particular, risk assessment and control, reliability and failure prevention necessary to ensure the safe design, provision and use of tools, equipment and systems
  • Demonstrate and promote PD&MS values and lead by example
  •  Provide financial insights and strategies for the region to the Regional Director, Executive Leadership Team and other key stakeholders
  • Maintain effective financial control over the business in the Region by ensuring compliance with procedures and controls established by PD&MS that minimise financial risk
  • Use financial expertise to add value to decisions made by the business and Group

Team Development:

  • Promote a culture of excellence, collaboration, and continuous improvement
Compliance & Reporting:
  • Ensure compliance with all relevant laws, regulations, and industry standards
  • Issue monthly regional financial and commercial performance report to Group Finance and Commercial Directors
  • Prepare and present financial and commercial reports to the executive team and board of directors as required
  • Keep abreast of industry trends, best practices, and competitive landscape in region and provide updates
  • Ensure direct report performance reviews are carried out within the required timescales (where applicable)

About You

Qualifications / Training 
  • Degree qualified in a relevant subject or equivalent
  • Master’s degree in relevant discipline (Preferred)
  • Recognised accounting qualification (e.g. ACCA, CIMA, CA)
Experience / Competence
  • Detailed understanding of Finance reporting functions
  • Demonstrable post qualification experience in a similar role
  • Experience in the use of Sage accounts package or similar including project accounting / job costing (Preferred)
  • Demonstrable experience in commercial negotiations, contracts and proposals
  • Detailed understanding of legal and regulatory requirements in the industry
  • Highly competent in the use of MS Excel
  • Exposure to People Management (Preferred)
  • Excellent written and spoken English
